Adopted Legislation

The City Council reads charter amendments and ordinances three times; resolutions receive two readings. Charter amendments, ordinances and resolutions are listed below. The codified text is available in the City Code. Resolutions, which typically are not codified, are listed as necessary.

  • R-18-13   Honoring Jacob Landis - For the purpose of honoring Jacob Landis by designating him a goodwill ambassador from the City of Annapolis as he embarks on his “Home Run for Hearing” cross country charity bicycle tour to raise funds for those in need of cochlear implants.

  • R-16-13   Extension of Deadline for Submission of Proposed Union Agreements - For the purpose of postponing until after Monday, March 11, 2013, the submission to the Mayor of proposed memoranda of understanding between employee organizations and the City.

  • R-9-13   Municipal Elections Coinciding with State of Maryland Elections - For the purpose of expressing the sense of the Annapolis City Council that the City elections for Mayor, Aldermen and Alderwomen, and City Central Committees should be adjusted to coincide with State gubernatorial elections, and that the City should request that the State authorize, by executive or legislative action as appropriate, inclusion of the City elections on the same ballot used for State of Maryland gubernatorial elections.

  • R-1-13 Amended  Filing of Grant Application with the MARYLAND Transit Administration - For the purpose of authorizing the filing of an application with the MARYLAND Transit Administration of the Maryland Department of Transportation for a Sections 5303, 5304, 5307, 5309, 5310, 5311, 5316, and/or 5317 grants under the Federal Transit Act.

  • R-48-12  The Maritime Republic of Eastport (MRE) Tug of War 2012 - For the purpose of designating dates for the sale of food, beverages and merchandise in the Historic District on the Annapolis side of The Maritime Republic of Eastport (MRE) Tug of War 2012 and the waver of full fees to the City for the cost associated with the events.

  • R-47-12  A Revision to the Capital Improvement Budget and Program: FY 2013 to FY 2018  - For the purpose of revising the capital improvement budget for the Fiscal Year 2013, and the capital improvement program (Water Treatment Plant) for the six-year period from July 1, 2012, to June 30, 2018.

  • R-45-12  Abney Lane - For the purpose of declaring that South Bates Street in the College Creek Terrace Community shall be renamed “Abney Lane” to honor the contributions of the Abney Family to the City of Annapolis.

  • R-44-12 TCS Annapolis Half Marathon - For the purpose of authorizing City Council approval of the TCS Annapolis Half Marathon per R-14-12, implementing a moratorium on administrative approvals for events at City Dock; designating Saturday, December 1, 2012 as a date for the sale of arts-related merchandise in the Historic District in conjunction with the event; and the reimbursement of full fees to the City for the cost associated with the event.

  • R-36-12   A Request to the Maryland General Assembly Regarding the Residency Requirement for Alcoholic Beverage License Holders - For the purpose of respectfully requesting that the Maryland General amend Article 2B of the Annotated Code of Maryland (Alcoholic Beverages) to allow the alcoholic beverage residency requirement for a City of Annapolis alcoholic beverage license to be fulfilled by a resident of Anne Arundel County.

  • R-35-12 Correcting the FY 2013 Fee for Reserved Dockage - For the purpose of correcting the FY 2013 fee for reserved dockage per the City of Annapolis Harbormaster.

  • R-32-12 Establishing the Hillman Garage Advisory Committee - For the purpose of establishing the Hillman Garage Advisory Committee and specifying the process for appointing members of the Committee.

  • R-31-12 The Approval of a Community Legacy Application - For the purpose of approving the application and receipt of financing for Community Legacy Projects(s) at the City of Annapolis’ Bates Heritage Youth Development Park to be financed either directly by the Department of Housing and Community Development (the Department) of the State of Maryland or through other departments or agencies of the State of Maryland.

  • R-25-12 Commemorating the War of 1812 - For the purpose of commemorating the War of 1812 by supporting the docking of the HMS Bounty; and waiving docking fees associated with the HMS Bounty docking in the City of Annapolis on June 14-18, 2012.

  • R-23-12 Supporting City of Annapolis Participation in the Sustainable Maryland Certified Municipal Certification Program  - For the purpose of expressing the sense of the Annapolis City Council to register and pursue the Sustainable Maryland state certification program for local municipalities.

  • R-47-11 Amended Annexation of Hayes Property - For the purpose of annexing into the boundaries of the City of Annapolis 7.374 acres of property known as the Hayes Property, which property is contiguous to the existing boundary of the City and which property is generally located south of the City’s jurisdictional boundary and to the east of Old Solomons Island Road and Dorsey Drive.

  • R-46-11 Amended Water and Sewer Connection and Capital Fees - For the purpose of modifying the water and sewer connection and capital fees provided in the FY 2012 fee schedule for the City of Annapolis.

  • R-45-11 Amended Annexation Plan – Hayes Property - For the purpose of adopting an annexation plan for the Hayes Property, which property is contiguous to the existing boundary of the City and which property is generally located south of the City’s jurisdictional boundary and to the east of Old Solomons Island Road and Dorsey Drive.

  • R-43-11 Honoring the Late Sheridan D. Chase - For the purpose of honoring the late Sheridan D. Chase, for her service to the City of Annapolis and the residents of the Harbour House and Eastport Terrace community, and endorsing that an activity room in the Community Center be rededicated in her honor at the expense of the Housing Authority of the City of Annapolis.

  • R-42-11 Honoring the Late Rosalie E. Mitchell - For the purpose of honoring the late Rosalie E. Mitchell, for her tireless advocacy on behalf of public housing residents and their children, and endorsing that a suitable plaque be installed on the site of the Harbour House/Eastport Terrace Community Center to be re-named the Rosalie E. Mitchell Community Center at the expense of the Housing Authority of the City of Annapolis.

  • R-41-11 Honoring David J. Harris - For the purpose of honoring David J. Harris, for his service to the City of Annapolis and the residents of the Robinwood community, and endorsing that the Robinwood Community Center be re-named the David J. Harris Community Center at the expense of the Housing Authority for the City of Annapolis.

  • R-40-11 Honoring Betty Ann Weekly  - For the purpose of honoring Betty Ann Weekly, for her service to the City of Annapolis and the residents of the Robinwood community, and endorsing that the computer room in the Robinwood Community Center be rededicated in her honor at the expense of the Housing Authority of the City of Annapolis.

  • R-39-11 Honoring Leron Michael Fisher - For the purpose of honoring Leron Michael Fisher, for his service to the City of Annapolis and the residents of the Housing Authority of the City of Annapolis, and endorsing that the Harbour House Community Swimming Pool be re-named the Leron Michael Fisher Community Swimming Pool at the expense of the Housing Authority for the City of Annapolis.

  • R-36-11 Sale of City Radio Tower and Ground Lease  - For the purpose of expressing the sense of the City Council to sell the City owned radio tower located at 25 Silopanna Road and currently leased to Bay Broadcasting Corporation and to enter into a ground lease for a certain portion of the property located at 25 Silopanna Road.

  • R-35-11 Rates at the Knighton and Park Place Parking Garages  - For the purpose of reducing the maximum daily parking rate at the Knighton and Park Place Parking Garages to encourage circulator bus ridership.

  • R-26-11 Annapolis Business Association May Madness Sale in 2011  - For the purpose of permitting the temporary sale of merchandise and non-alcoholic items in front of participating businesses on specified sidewalks in connection with the May Madness Sidewalk Sale organized by the Annapolis Business Association to be held on May 5, 6, and 7, 2011.

  • R-25-11 First Sundays Festival 2011  - For the purpose of waiving the license requirement for the sale of arts-related merchandise in the Historic District at the First Sunday events and the reimbursement of full fees to the City for the cost associated with the events.

  • R-5-11 Market House Deed Research and Legal Opinion on O-44-10 Revisions to Market House and Open Air Markets and O-45-10 Market House Lease - For the purpose of directing the Office of Law to research the 1784 deed to the Market House property and advise the City Council on any restrictions it contains related to the possible sale of the Market House property and to request the City Attorney’s legal opinion on O-44-10 on Revisions to Market House and Open Air Markets and the proposed Market House lease with Gone to Market, LLC attached to O-45-10.

  • R-3-11 Line of Credit - For the purpose of authorizing and empowering the City of Annapolis (the “City”) to establish a line of credit, upon its full faith and credit, of up to the lesser of ten million dollars ($10,000,000) or the amount specified in Article VII, Section 8(a) of the Charter of the City, to be issued for financing any obligations of the City of Annapolis.

  • R-2-11 Annapolis Ward Boundary and Redistricting Commission - For the purpose of creating a Commission that the City historically forms after each federal decennial census to reevaluate the boundaries of its wards; and all matters relating to said Commission.

  • R-1-11 Annapolis Governmental Structure and Charter Revision Commission - For the purpose of creating a Commission to study and to offer a public forum for proposals to alter the form of government of the City; and all matters relating to said Commission.
